Idea to send:	Topic 2 Year Budgets Content I firmly believe that one reason we have wasteful spending in the legislature is because of the system. Naturally legislators write legislation that spend money, but there is little political incentive for being thrifty and/or cutting spending. My plan changes the incentive system and politically rewards cutting spending and reforming government. The idea is to simply mandate, by law, 2 year budgets (during even numbered years). Spending could only occur on odd numbered years with budgets for agencies, etc., being funded for a 2 year period. On even-numbered years no spending can occur without a declaration of an emergency. This would require a super-majority of both houses and the signature of the Governor.
