ContentThe State needs to establish an office of Technology and have a CTO (chief technical officer) or what ever you want to call it. This office should be a cabinet level office and the CTO would be appointed by the Governor. The office (agency) would have authority over all technology related purchases and projects. There could be various divisions of this agency created to handle specific technologies such as 9-1-1, Radio Communications, Criminal Justice, Health, etc. so that specific State agencies could have representatives appointed to the individual divisions. All State agencies as well as local and county government agencies would have representatives to the various divisions for participation in developing strategies and standards. I have served on several State level technology related task forces in the past and found the current system to be one of waste and duplication! There was also a very rigid system or turf wars were by most State agencies competed against one another for money and resources and very little sharing of information or system planning took place between agencies. While a member of these tasks forces, I attended several symposiums that where sponsored by the NGA (National Governors Association). It was very easy to tell which states had CTO type technology structures and which did not.
